When the water level exceeds h2, transistor Q1 turns ON as its base terminal is energized by Vcc due to the presence of water. This causes transistor Q2 to turn OFF, leading to a high collector voltage for Q2. This high voltage is again supplied to the OR gate, making its output high and activating the driver transistor Q4, which results in the buzzer sounding.
